Iran must not have a nuclear weapon,' Bush said during a joint news conference with Afghan President Hamid Karzai in Kabul during Bush's first visit to Afghanistan today. 'And so the world is speaking with one voice to the Iranians that it's OK for you to have a civilian nuclear power operation, but you shall not have the means, the knowledge to develop a nuclear weapon,' he added. Bush said the United States supports diplomatic efforts by Russia to resolve the issue, which involve Moscow providing enriched uranium for Iran's civilian nuclear power plant and collecting the used uranium. 'I repeat to you, the most destabilizing thing that can happen is for Iran to have a nuclear weapon and we will work with friends and allies to convince them not to.' As Bush spoke, Iran's top nuclear negotiator said there is no need for a moratorium as a precondition to easing fears about the country's nuclear program, Interfax news agency said. 'There is no direct link between a moratorium and answers to questions' about the country's nuclear intentions, the agency quoted Ali Larijani as saying on his arrival in Moscow for talks with Russian officials. 'We provide answers to all questions in all circumstances. A moratorium is needed when there is something dangerous, but all of our activities are transparent!!,' Larijani said. He said Iran after 18 years of playing cat & muse is prepared to resolve concerns on its nuclear program through political means and added that Tehran is only insisting on exercising ? the rights it has within the framework of the International Atomic Energy Agency (IAEA).
